Federation of Canadian Municipalities

Designing a monitoring and evaluation strategy for the Sustainable Communities Conference

2018

The Federation of Canadian Municipalities (FCM) has been the national voice of municipal governments since 1901. They have over 200 municipalities as members, of all sizes, ranging from Canada’s cities to rural communities to northern communities and 20 provincial and territorial municipal associations. The FCM advocates for municipalities to make sure that their citizen’s needs are reflected in federal policies and programs.

#MEET4IMPACT guided the team in understanding how the SCC supports change implementation in municipalities

Held every two years, the Sustainable Communities Conference (SCC) is a gathering of municipal leaders, staff and industry representatives that share best practices and develop new ideas to make Canadian municipalities more sustainable and climate-conscious, enabling them to implement change-driving initiatives.

#MEET4IMPACT audited the 2018 edition of the SCC, with an aim to reevaluate the conference’s value proposition. This meant presenting the FCM with an evaluation framework, comprising expected results, targets, indicators, research resources and the results of the SCC.

We provided recommendations for Monitoring and Data collection strategies, which included suggestions for data analysis and data collection focus points.

The SCC was able to identify gaps and success factors in their programming, delivery and evaluation, which will help them improve their event organizational skills and include impact management within their organisational structure.
